RESOLUTIONS OF THE FOURTH NATIONAL HUMAN RIGHTS COMMISSION OF THAILAND (NHRCT) ON PROTECTION AND STANDARDS OF HUMAN RIGHTS PROTECTION AT THE 29TH MEETING OF B.E. 2564 [2021]

         On June 22, B.E. 2564 [2021], the NHRCT held the 29th meeting of B.E. 2564 [2021] on the protection and standards of human rights protection, with the consideration of complaints as follows.
​         1. Consideration of draft reports on the results of two cases pertaining to the right in the administration of justice and the undue delay of officers during the investigation process.
​         2. Consideration of two complaints admissible for further investigation, namely:
​             - Human dignity in the alleged case of inhuman and degrading treatment.
​             - Unfair treatment in the alleged case that a village headman did not report villagers’ names
to administrative agency. As a result, the villagers were not entitled to receive assistance based on relevant public policy.
​         3. Consideration of six complaints to which officials were assigned to coordinate with relevant authorities to preliminary solve the problem, and to draft policy recommendations. The complaints were pertaining to:
​             - Right to privacy in the claim that a restaurant had serviced exceeding legal time limit and caused noise troubles.
​             - Right to legal status in a case requesting to coordination with a related agency in preparing a certificate of overdue birth notification (Form Thor.Ror. 20/1).
​             - Right to the elderly in cases related to low standard of living due to poverty, right to get access to medical care and their entitlement to vocational training.
​             - Right in judicial process in three cases of alleged delays of investigation process.
​         4. Review of the implementation of the NHRCT’s recommendations by the Correctional Department issued in the investigation report related to human dignity and right to person’s integrity in case of applying leg chains with persons in custody.
​         5. Agree to extend the due date for investigation as requested by officer.
