Request of Death Penalty for Offenders

               According to the case of the group of 5 people, including a juvenile with the age under 18, jointly planned to kill other person, buried to conceal the body, and raping a lover of the dead person in the areas of Sri Nakharin, Phatthalung province and Na Yong, Trang province, there have been widespread criticisms in the society with some request for the death penalty to offenders, as the details appeared in the news.

               Mr. What Tingsamitr, NHRCT Chairperson, said  what we have seen in the news is considered a violation which has had its deep root with cruelty in the society for a long time. This is the obvious violation of human rights.

               Mr. What Tingsamitr added that he was concerned about the solution of the problem. To effectively protect a victim of violence, he thought that there should be the integrated strategy by linking public agencies and educational institutes to the mutual realization of the cause of violent behaviors among juveniles and its solution.  In case where the provision of law does not allow applying the death penalty and life imprisonment to offenders with the age under 18 (The Criminal Code Section 18 paragraphs two and three), appropriate measures of punishment and an accessible rehabilitation process must be founded.

               We appreciate the immediate action on rehabilitation to injured persons significantly provided by related agencies, Mr. What Tingsamitr said.
