Re: Condemnation of the acts of violence, cruelty and inhumanity in Yala province

Recently, the National Human Rights Commission of Thailand (NHRCT) has always worried the violence happening in the southernmost province of Thailand and monitored the incidents, the act of violence against the innocent people by explosives and arms including cruelty, inhumanity and savageness in particular. The acts, such as explosion in the community and usage of arms leading to death and health injury, have caused grief to the eyewitnesses and society as a whole. The NHRCT would like to pass deep condolence to all incidents and family for such losses. Until 14th May, 2015, sixteen areas in Muang municipality, Yala province were bombed resulting the danger to life, body and properties. Apart of physical losses, emotional losses such as grief and fear are spreading because of the acts of cruelty and inhumanity as publicized in the media.

The NHRCT, whose role and duties under the Thai Constitution are to promote human rights principles and protect rights and freedom not to infringe, condemns the act of violence and inhumanity that is against the laws, human rights and international humanity. In this regard, the NHRCT would like to propose the guideline to all sectors for consideration and compliance as follow:

1. Those who have committed violence should terminate the acts of inhumanity, illegality and human rights violation; realized what wrong they have done; and build peaceful harmony. Such acts are against not only human rights, but also illegality and inhumanity.

2. The frontlines of the Internal Security Operations Command Region 4 and the security agencies should accelerate in searching the criminal for further prosecution as soon as possible and report the progress to the public.

3. The government and the relevant agencies should level up the public peaceful measures for people in the affected communities strictly, children, women and innocent people in particular. Life, body and properties of affected people shall be protected. Residents shall carry on their living with peace and happiness in order to return confidence from the affected residents.

4. The government and the relevant agencies should remedy and redress those who are traumatized from the effect of violence in this incident.

5. The civil societies resided in the southernmost provinces should watch for violence, provocation or aggravated incident prevention leading to fear and become eyes and ears for the government in order to support and achieve in peace building in the area sustainably.

The NHRCT will promote and protect human rights by following up the incidents, as well as monitoring human rights violation in the southernmost provinces of Thailand and publicizing to the public accordingly.
